Ministerstvo vnitra připravuje tendr na nákup více než pěti set televizních přijímačů v hodnotě necelých deseti milionů korun. Odhadované náklady ostatních resortů jsou zatím výrazně nižší.

Probíhající přechod na nový standard zemského digitálního vysílání DVB-T2 by měl být pro stát ve finále ziskovým projektem. Celkové náklady celého procesu, který probíhá od roku 2016 a jeho ukončení je plánováno rok 2021, vyčíslila vládní strategie rozvoje televizního vysílání na 871 až 1057 milionu korun. 

Do státní kasy by ale během celého procesu měly doputovat předpokládané příjmy ve výši 1,166 miliardy korun. Bez započtení výnosů budoucí aukce uvolněných kmitočtů z pásma 700 MHz se pak čisté výnosy pro stát pohybují mezi sty až třemi sty miliony korun. Po započtení výnosů z dražby zmíněných kmitočtů odhaduje ministerstvo průmyslu a obchodu příjem státního rozpočtu ve výši od 4,7 do necelých pěti miliard korun. 

Žádný dopad na veřejné rozpočty?

Možná proto také koordinační expertní skupina při ministerstvu průmyslu a obchodu doplněná o zástupce ministerstva kultury, Českého telekomunikačního úřadu a Rady pro rozhlasové a televizní vysílání v odůvodnění návrhu technického plánu přechodu na DVB-T2 napsala, že se nepředpokládá výrazný dopad navrhované právní úpravy na státní rozpočet a ostatní veřejné rozpočty.

Této formulace se ale v rámci připomínkového řízení chytlo ministerstvo spravedlnosti, které v zaslané připomínce upozornilo, že zcela chybí vyčíslení nákladů na pořízení set-top boxů, úpravu televizních rozvodů či případné pořízení nových televizorů z veřejných rozpočtů, které bude nutné v souvislosti s přechodem financovat.

Nákup potřebné techniky pro Vězeňskou službu odhaduje resort spravedlnosti na více než šest milionů korun.

Jenom co se týče resortu Ministerstva spravedlnosti, náklady na pořízení set-top boxů do televizorů a úpravy televizních rozvodů pro Vězeňskou službu činí odhadem 6,3 milionu korun, píše se ve vyjádření resortu.

Deset milionů pro vnitro

Server DigiZone.cz oslovil některá další ministerstva se žádostí o podobné vyčíslení nákladů na přechod na DVB-T2. Jen málokterý odhad dosahoval částky uvedené ministerstvem spravedlnosti, ovšem s výjimkou ministerstva vnitra. Ministerstvo vnitra a především pak Zařízení služeb pro ministerstvo vnitra předpokládá v souvislosti s přechodem na DVB-T2 nakoupit zhruba 540 nových televizních přijímačů a pouze šestnácti set-top boxů. 

Změnu normy nechce zmíněné zařízení řešit nákupem set-top boxů z důvodu značné zastaralosti televizních přijímačů. Nové televizní přijímače bude Zařízení služeb pro ministerstvo vnitra pořizovat především pro hotely a lázeňské domy.

Pořízení nových televizních přijímačů proběhne formou veřejné zakázky, kdy předpokládaná hodnota této zakázky je zhruba 9,5 milionu korun, uvedla pro DigiZone Hana Malá z tiskového odboru ministerstva vnitra. 

Před nákupem nových televizních přijímačů si zařízení služeb nechá zpracovat studii kvality TV signálu a úpravu stávajících TV rozvodů, jejíž předpokládané náklady jsou kolem půl milionu korun. Celkové předpokládané náklady pro přechod na novou normu tak dosáhnou přibližně deseti milionů korun, zrekapitulovala Malá.

A kultura za dvacet tisíc…

Výrazně nižší částku pak deklaruje ministerstvo práce a sociálních věcí. Celkové náklady na pořízení set-top boxů do televizorů a úpravy televizních rozvodů týkajících se přechodu na DVB-T2 pro resort ministerstva práce a sociálních věcí nepřesáhnou částku jednoho milionu korun, věří Martin Bačkovský z tiskového oddělení.

Ještě mnohem skromnější náklady předpokládá resort kultury. Podle sdělení kolegů z ekonomické sekce ministerstva kultury budeme pro ministerstvo zabezpečovat DVB-T2 pro dvacet televizních přijímačů v hodnotě přibližně dvaceti tisíc korun, uvedla tisková mluvčí Simona Cigánková.

Celkem tedy oslovená ministerstva počítají s částkou přesahující osmnáct milionů korun. Ministerstvo financí v rámci připomínek zaslaných ke zmíněnému návrhu technického plánu jeho autory upozorňuje, že případné nepokryté rozpočtové dopady si musí ministerstvo průmyslu a obchodu, Český telekomunikační úřad a případně další zainteresované kapitoly zajistit v rámci svého rozpočtu a střednědobého výhledu.

Padesát milionů podpory

Podle vládní strategie rozvoje zemského televizního vysílání, která předcházela samotnému technickému plánu přechodu na DVB-T2, dosáhly náklady na speciální služby obyvatelstvu a řešení specifických sociálních situací během přechodu z analogového na digitální vysílání částky 43 milionů korun. Šlo zejména o vybavení sociálních zařízení přijímači včetně příslušného servisu.

Předběžně se tak v případě přechodu na DVB-T2 počítá s částkou padesáti milionů korun. Ta by měla podpořit nákup potřebné techniky v případě sociálních zařízení, jako jsou školy nebo domovy důchodců. Podle předběžných propočtů tak zbývá i jistá rezerva, navíc, jak je uvedeno v úvodu článku, celý proces přechodu by měl být pro stát výrazně ziskovým. Nemělo by se tak stát, že by kterákoli sociálně potřebná skupina přišla o zemský televizní příjem kvůli chystané změně vysílacího standardu.
