Německo a Francie spouští projekt Gaia-X, který má pro Evropu vytvořit suverénní cloudové prostředí. Tomu na kontinentu vládnou Amazon, Microsoft a Google.

Evropský byznys majoritně ukládá data a využívá výpočetní sílu v amerických cloudech. Největší poskytovatelé cloudu pocházející ze Spojených států navíc stále více obchodně usilují o to, aby se do jejich datových center vedle soukromého sektoru dostala také infrastruktura evropských vlád a vzdělávacích institucí. To, poněkud opožděně, začalo zajímat představitele starého kontinentu, kteří se nyní snaží přijít s domovskými alternativami.

Americká cloudová dominance v Evropě je značná. Čísla od Synergy Research Group ukazují, že všem hlavním trhům včetně „zbytku“ zahrnujícího Českou republiku vládne Amazon Web Services následovaný Azure od Microsoftu. Třetí pozice většinou patří Google Cloudu. (Jde o trh IaaS, PaaS a hostovaných privátních cloudů.)

Výjimku tvoří pouze Francie, kde má bronz domácí OVH, které ovšem spoléhá zejména na americký hardware. Dále lze vidět jména jako IBM, Salesforce.com, Rackspace a Oracle. Místy pak evropské operátory Swisscom, Deutsche Telekom a KPN opět běžící na technologiích zpoza Atlantiku. Měřená oblast v Evropě ročně dosahuje na 21 miliard dolarů s meziročním růstem 38 procent.

Evropské banky v amerických cloudech

Největší evropské banky na americké cloudy spoléhají téměř výhradně. Průzkum Bloombergu mezi 22 největšími finančními institucemi na kontinentu ukázal, že pro všechny z nich je primárním cloudovým dodavatelem někdo z USA. Opět vedou Amazon, Microsoft a Google. Pokud tyto banky spolupracují s evropským poskytovatelem, hraje až druhé housle.

„Servery amerických společností ukládají a zpracovávají údaje pro úkoly, jako je řízení rizik, a stále více uchovávají citlivá data, jako jsou osobní informace dlužníků,“ popisuje Bloomberg. Nakonec zrušená banka Velvon, kterou v Praze pro německý trh vyvíjela PPF, byla od začátku psaná pro cloud (Azure a AWS). A stále více bank působících v Česku přesouvá minimálně části svých systémů do cloudu (například MONETA, ČSOB a další).

Evropský finanční sektor je pod tlakem soutěživého amerického bankovního světa a směrem do cloudu jít musí. Americké cloudy zároveň mají před evropskými poskytovateli náskok, protože už mají tak rozsáhlou infrastrukturu, že mohou těžit z takzvané economy of scale (úspory z rozsahu). „Microsoft uvádí, že ročně jen za zabezpečení globální cloudové infrastruktury utratí více než miliardu dolarů, zatímco evropské banky se potýkají s padajícími tržbami i ziskem,“ ilustruje také Bloomberg.

Americké cloudové podniky se snaží plnit lokální evropská nařízení týkající se bezpečnosti a ochrany dat (GDPR a podobně), strašákem se ovšem pro Evropany stal takzvaný Trumpův cloudový zákon (U.S. Cloud Act), který říká, že americké subjekty skladující data mohou být vyzvány k jejich vydání do rukou amerických úřadů, i když jsou data skladována mimo USA. Je zde jistá paralela s tím, že si USA a Evropa stěžují na čínský zákon požadující součinnost Číňanů a subjektů ve zpravodajství (national intelligence), kvůli čemuž má značné problémy Huawei.

Božský projekt Gaia-X

Německo a Francie se kvůli tomu daly do pohybu. V těchto dnech oznámily společný projekt Gaia-X pojmenovaný podle bohyně z řecké mytologie. Rozběhnout by se měl začátkem příštího roku. Gaia-X bude a nebude přímo konkurovat AWS, Azure a dalším. Půjde o neziskovou organizaci sídlící v Belgii, která odstartuje s 22 členy – evropskými firmami. Půlka z nich bude z Německa (Deutsche Telekom, SAP, Siemens, Bosch, BMW a další) a půlka z Francie (OVH, Atos, Dassault Systémes, Scaleway nebo Orange).

Tyto a do budoucna další entity mají společně vytvořit jakýsi repositář již dostupných evropských cloudů a dávat ho k dispozici dalším zájemcům ze starého kontinentu. Gaia-X má mimo jiné zajistit přenositelnost dat a aplikací a fungovat má všeobecná interoperabilita. Neziskovka má odstartovat s příspěvkem 1,5 milionu eur s tím, že rozpočet se má postupně navyšovat. Podporu pak hlásí asi tři stovky evropských firem. Dvě zakládající země vyzývají ostatní z Evropy, aby se připojily.

Němečtí a francouzští politici mluví o tom, že chtějí zajistit cloudovou a technologickou suverenitu pro Evropu. „Nejsme Čína a nejsme ani Spojené státy. Jsme evropské země s našimi vlastními hodnotami a zájmy, které chceme bránit,“ uvedl během online představování Gaia-X novinářům francouzský ministr pro ekonomiku a finance Bruno Le Maire. Dodal, že krize kolem nemoci COVID-19 ukázala, že technologičtí obři jsou v této nové digitalizované době vítězové.

Na formování myšlenky celého konceptu se ale podílely i americké cloudové firmy. Těm Evropa nechce zabránit ve spolupráci, ale mají dodržovat standardy, které si Gaia-X nastaví. Zde tedy není moc jasné, co přesně taková digitální suverenita znamená. Evropští poskytovatelé cloudů navíc staví na americkém nebo čínském hardwaru. Případně může jít o japonský a výjimečně evropský, i ten ale obsahuje primárně komponenty typu procesory pocházející z USA.

Právo na digitální suverenitu

Němcům a Francouzům jde podle všeho nejspíše o bezpečí dat. Gaia-X má standardizovat aplikační rozhraní (API) a to, jak přesně má být s daty nakládáno či kde mají být uložena (v Evropské unii). Technická architektura je popsána zde (PDF).

„Německo a Evropa potřebují datovou infrastrukturu zajišťující datovou suverenitu a umožňující sdílení dat na bezpečné bázi. Německo má na digitální suverenitu nárok. Je pro nás důležité, aby cloudová řešení nebyla vytvářena pouze v USA,“ sdělil na online prezentaci německý ministr pro ekonomiku Peter Altmaier.

Výkonný ředitel francouzského cloudového providera Scaleway Yann Lechelle pak dokonce mluví o americkém cloudovém oligopolu: „Na straně nabídky potřebujeme vytvořit rovnováhu, vzdálit se oligopolu, abychom společně mohli mít hlas při budování IT infrastruktury zítřka – v Evropě i ve světě. Gaia-X je důležitým krokem v realizaci této suverenity.“ Otázkou ovšem je, zda se něco jako zmiňovaná suverenita a technologicky a obchodně vydobyté postavení americké konkurence dá rozbíjet tímto evropským způsobem.

MM Influenceři

Evropa od dob Nokie nemá skutečného globálního technologického dominantního hráče, i když například sektor startupů zažívá zajímavé oživení (Revolut, Spotify a další). Evropská unie se snaží různými iniciativami oblast rozdmýchat, a to i ve zmiňované oblasti suverenity. Ty hlavní z nich na Lupě průběžně sledujeme. Vzniká síť evropských superpočítačů EuroHPC, jejíž součástí je i české národní superpočítačové centrum v Ostravě, a zároveň s tím se pracuje na evropském procesoru.

Některé evropské země si zároveň snaží stavět své státní cloudy. V Polsku je to například Chmura Krajowa (přeloženo jako národní cloud), za nímž stojí polská vláda a banka PKO Bank Polski. Tato kombinace mimo jiné přilákala investici miliardu dolarů od Microsoftu, který u sousedů postaví datacentrum. Příprava českého státního cloudu je prozatím nekonečným příběhem.

Přičemž „doženeme je, abychom jim dokázali konkurovat“ je něco jiného, než protekcionismus „zakážeme dovoz a nějak si s tím poradíme“.
