Implementaci evropské regulace o umělé inteligenci bude mít v České republice na starost ministerstvo práce a sociálních věcí. Podle informací Lupy to tento týden určila vláda, která o gesci jednala. Konkrétně jde o nařízení o umělé inteligenci (AI Act), který před časem schválily orgány Evropské unie. Jde o první regulaci tohoto typu na světě.

V Česku se podle informací Lupy k implementaci a zodpovědnosti za AI Act dlouho nikdo neměl, úřady si věc přehazovaly jako horký brambor. Mimo jiné i kvůli personálním kapacitám.

“Vláda svěřila gesci členu vlády pověřenému koordinací digitalizace, což je v současné době místopředseda vlády a ministr práce a sociálních věcí Marian Jurečka. Ten si samozřejmě může určit jako spolugestory jiná ministerstva (například ministerstvo průmyslu a obchodu) a další ústřední správní úřady (například Digitální a informační agentura), s nimiž na přípravě implementace AI aktu bude spolupracovat,” potvrdil Lupě vedoucí oddělení komunikace předsedy vlády Jakub Tomek.

Ministerstvo práce zároveň na implementaci regulace AI nedostane žádná nová služební nebo pracovní místa.

V AI Actu přitom stojí, že „členské státy zajistí, aby jejich příslušným vnitrostátním orgánům byly poskytnuty odpovídající technické, finanční a lidské zdroje a infrastruktura“, aby bylo možné mít odborníky schopné porozumět AI, kybernetické bezpečnosti, ochraně osobních údajů a tak dále.

Dostali jsme se tedy do situace, kdy je nutné implementovat regulaci, která pouze dále ztíží rozvoj AI v Evropě a Česku, a zároveň na vymáhání této regulace nemáme dostatek státních odborníků. Starý kontinent v klíčovém oboru dneška zaostává za USA a Čínou a v „podpoře“ se zaměřuje především na regulaci či dotování „AI továren“, které v USA vznikají v tržním prostředí.
